If you accepted and run Windows 10 as part of the free offer in February 2016 for example, and have since formatted your OS, re-installing Windows 10, using the Windows 7 key is fine as it will accept a digital license for your motherboard serial number. You can’t upgrade to Windows 10 now, if you continued to use Windows 7 during the free offer.

if you did a clean install from windows 10 iso, you can skip the product key steps (only windows 10 keys will work)….but you will loose the free upgrade, because windows 10 must switch your windows 7 product key to windows 10 product key checking windows 7 installation. Microsoft is still accepting Windows 7 and Windows 8 keys for 10, but for some reason only during install – though while searching for if it’s possible to make it take the key post-install – it looks as though MS is not accepting ALL Win 7 COA keys.

Next, if it should be capable of running Windows 10, then you could either install Windows 7 and activate it with your key then upgrade that to W10 (followed by a clean install of 10 once activated) or try the clean install of W10 straight away using the W7 key.

If you used the Windows 7 (and the corresponding key) to upgrade during the original free upgrade period, then your Windows 7 key was “upgraded” to a Windows 10 key and could be used to install a fresh install of Windows 10 in the future. I am not sure if that service (on the back end) is still running. Its not going to hurt anything to try.
